Can we repeal 6126??

Unfortunately it is extremely unlikely that 6126 could be repealed. Undoing laws just almost never happens.

WHAT NOW?

Legislative action to Delay 6126 implementation.

Corrective action to make Apprenticeship work for all Contractors and Apprentices.

6126 issues came up during the 2022 legislative session with SB 5599, which was portrayed as fixing a few issues with SB 6126; however, it did NOT fix Many of the problems and concerns related to requirements to complete an approved apprenticeship program.  SB 5599 passed the Senate and was heard and passed out of the House Labor & Workplace Standards committee on a party-line vote, and Rep. Hoff was going to offer amendments on the House Floor to change requirements, including the following:

  • 1349 – Delays the requirement that an applicant complete an apprenticeship program to be eligible to take the examination for a journey level electrician certificate of competency from July 1, 2023, to July 1, 2025. Requires the Department of Labor and Industries (L&I) to submit reports to the Legislature regarding 5599-S.E AMH
  • 1296 – Allows, until July 1, 2026, journey level electrical trainees who, by July 1, 2023, have worked 4,000 hours under supervision, to continue to work under supervision and be eligible to take the journey level electrician examination upon completion of the required hours without completing an apprenticeship.

If you click on SB 5599 you will see that when the bill passed the Senate, along party line vote, the Republicans offered amendments to the bill that the Senate Majority would not adopt.

The Associated Builders and Contractors of Western Washington and WSECA are working to get a bill for the 2023 session that would delay 6126 implementation and allow time for corrective measures and allow time for proper training capacity and options to be created.

The 2022 session adjourned on March 10th and the Legislature is not scheduled to reconvene until January 2023.

HISTORICAL REFERENCE BELOW

The 2014, 2015 and 2016 Washington State Legislature was asked by Labor leaders and existing apprenticeship programs to approve Apprenticeship Only Electrical Trainee Legislation.  It was voted on 3 times but failed to pass due to opposition by WSECA.  Details are below.

Stop SB 6126!

The electrical Big Labor will put you out of business. They are trying to require that all electrical contractors to train all of their electricians through state approved apprenticeship programs ONLY. SB 6126 will be considered in the 2017 Legislature – Very Soon.

Your shop electrician training program will become illegal if this legislation passes.

You will have to enroll your electrician trainees into a state certified electrician apprenticeship program.

This legislation will kill thousands of small independent electrical contractors in Washington State. The unions have passed this same legislation in Oregon and Idaho and now there is a shortage of certified electricians.

This legislation passed the Washington State House of Representatives by a vote of 54 yeas and 40 nays in 2014, but failed to pass the Washington State Senate due to opposition by WSECA

This legislation passed the Washington State House of Representatives by a vote of 52 yeas 46 nays in 2015, and 51 yeas and 47 nays in 2016, but failed to pass the Washington State Senate due to opposition by WSECA/IBA


This Apprenticeship Only Training Legislation will be pushed again in 2017 by Big Labor.
